Pathway to Home
 

The Pathway to Home model is a new model of homeless, housing and support provision that has been developed by the Homeless Agency Partnership to ensure a more effective way of delivering homeless services in Dublin with better access to long-term housing with supports.

This section details the background to the model, how the model will work and what services are part of the model. It also covers the audit of homeless services and the common assessment of homelessness that took place as well as the housing targets for 2009.

The Implementation Advisory Group (IAG) is continuing to implement the actions in Pathway to Home with priorities on housing and reconfiguration of homeless services this year. The IAG has an established work programme, which has commenced in respect of meeting the 1,000 tenancy target set, by the end of 2009 in the form of meetings with individual homeless service providers, specifically providers of transitional and long-term supported housing and the statutory members of the IAG. The purpose of these meetings was to ascertain an indicative number of units that could potentially be turned into long-term housing with a secured tenancy agreement with providers in light of reconfiguration is required prior to any decision to achieve transfers.
 
Currently, figures are being collated from the returns completed by local authorities on the number of social housing allocations made in 2009 for Quarter 1 and Quarter 2 2009. The Homeless Agency Partnership are committed to ensuring that the target to provide 300 homes spread across the four Dublin local authorities through the leasing arrangements will be met by the end of 2009. Applications have been made in relation to the new leasing scheme and are being processed between Dublin City Council and the DEHLG.
 
Working groups have been established specifically to address areas relating to housing support, day services, building standards for long-term housing (to support reconfiguration of existing stock) and licensing and tenancy agreements. It is expected that the work of these groups will be completed by October 2009.
 
Dublin City Council issued a call for submissions for visiting housing support under the Department of the Environment, Heritage and Local Government Support to Live Independently (SLĺ) scheme, on behalf of the Dublin local authorities and with assistance from The Homeless Agency on August 21st 2009. The tender is advertised on the Department of Finance’s eTender’s website for government and public sector procurement in line with EU procurement regulations. The closing date for the tender submissions is September 30th and a tender evaluation panel has been established to assess the proposals and select the winning tender.
